In a medium bowl, combine the cream cheese, Italian cheese blend, chives, parsley, rosemary, and garlic powder.
Push the cheese into the center of the bowl and form into a ball. Cover the bowl with plastic wrap and refrigerate for at least one hour or up to overnight.
Separate the chilled mixture into two pieces, one bigger than the other. Use your hands to roll them into balls. (Pro tip: Use the plastic wrap while shaping the cheese for less mess and a smoother shape!) Place the Parmesan in a bowl. Working one at a time, roll the cheese balls in the Parmesan (or pat the cheese onto the cheese).
Stack the smaller ball on top of the bigger ball. Push the cloves into the cheese balls to make your snowman’s face and buttons. Cut one baby carrot into a small triangle and push into the snowman’s face as a nose.
Serve on a platter with crackers and carrots on the side.
